Is it safe for an American who speaks no Arabic to travel to Kuwait?

Specifically, Kuwait City and the area around it. I know that English is widely spoken there. Is it safe if the traveler is in good areas and obeys every single law?

We advise you to exercise a high degree of caution in Kuwait because of the high threat of terrorist attack.
We continue to receive occasional reports that terrorists are planning attacks against a range of targets in Kuwait, including Western interests. These reports include information about possible targets, such as US military and identifiably Western targets, including hotels, restaurants and symbols and buildings associated with the Kuwaiti government. However, we emphasise that attacks could occur at any time, anywhere in Kuwait.
A group claiming to be an international terrorist organisation issued a statement in June 2007 pledging to continue attacks against Westerners on the Arabian Peninsula. In past statements, terrorists have called for attacks in the Gulf region against Western interests. These include references to attacks on residential compounds, military, oil, transport and aviation interests.
Possible terrorist targets also include commercial and public areas known to be frequented by foreigners.

Kuwait, like Bahrain is more liberal than most muslim countries, however you are a target in many countries. Stay in groups as best you can and obey the customs as well as the laws. And you should check in with the consular office often

I was only in Kuwait city a couple of times, but there was no sun. It would appear that there were a few oil fires at the time. There were also, very few Kuwaiti's, mostly American soldiers.
You are never safe in the middle east. Take extraordinary precautions, then double it.
